Earth Day on the Mall

The remarks that I made at the Earth Day gathering on the Mall in Washington include discussion of a proposed fee-and-dividend bill, with the fee rising at essentially the rate proposed by Congressman Larson.  One hundred percent of the revenue collected would be distributed to the public, so that families can afford the energy they need during the transition to a clean energy future. 

James Handley (Carbon Tax Center) and I had an encouraging discussion with Congressman Chris Van Hollen, who volunteered to work with us in advancing the concept. We have also had encouraging discussions with staffers of Republicans. 

The most frequent "criticism" of fee-and-dividend (a.k.a. fee-and-green-check) goes something like this "yes, it is the most efficient and least costly way to reduce carbon emissions, but such a simple honest approach without give-aways is just not the way Washington works, so it is impossible."  Maybe -- it is surely impossible if we give in to such negative thinking -- but if enough people start insisting on such an approach, it becomes possible.

Perhaps the most important point is that a carbon fee is the only approach that conceivably can work globally.  There is zero chance that China or India will accept a cap.  Nor should they -- their per capita emissions are an order of magnitude smaller than those in the United States.  There are many reasons why they will be willing to discuss a rising fee on carbon emissions (they do not want a growing fossil fuel addiction; they want their huge investments in solar, wind and nuclear power to compete effectively against fossil fuels, cleaning up their huge air and water pollution problems).  And they would suffer more than most from climate change and sea level rise.

Arctic Sea Ice Volume Anomaly

Sea Ice Volume is calculated using the Pan-Arctic Ice Ocean Modeling and Assimilation System (PIOMAS) developed at APL/PSC by Dr. J. Zhang and collaborators.  Anomalies for each day are calculated relative to the average over the 1979-2009 period for that day to remove the annual cycle. The model mean seasonal cycle of sea ice volume ranges from 28,600 km³ in April to 14,400 km³ in September.  The blue line represents the trend calculated from January 1 1979 to the most recent date indicated on the figure.  Total Arctic Ice Volume for March 2010 is 20,300 km³, the lowest over the 1979-2009 period and 38% below the 1979 maximum. September Ice Volume was lowest in 2009 at 5,800 km³ or 67% below its 1979 maximum. Shaded areas represent one and two standard deviations of the anomaly from the trend. Updates will be generated at 3-5 day intervals.

Purpose
The purpose of this page is to visualize recent variations of total Arctic Sea Ice Volume in the context of longer term variability.  Arctic Sea Ice Volume is an important indicator of climate change because it accounts for variations in sea ice thickness as well as sea ice extent.  Total Arctic sea ice volume cannot currently be observed continuously.  Observations from satellites, Navy submarines, moorings, and field measurements are limited in space or time.  The assimilation of observations into numerical models, currently provides one way of estimating sea ice volume changes on a continuing basis. Volume estimates using age of sea ice as a proxy for ice thickness are another useful method (see here and here).  Comparisons with observations help test our understanding of sea ice conditions in the Arctic.

Model and Assimilation Procedure
PIOMAS is a numerical model with components for sea ice and ocean and the capacity for assimilating observations. For the Ice Volume simulations shown here, sea ice concentration information from the NSIDC near-real time product are assimilated into the model to improve ice thickness estimates. Atmospheric information to drive the model, specifically wind, surface air temperature, and cloud cover to compute solar and long wave radiation are specified from the NCEP/NCAR reanalysis. The Pan-Arctic ocean model is forced with input from a global ocean model at its open boundaries.

PIOMAS has been extensively validated through comparisons with observations from US-Navy submarines, moorings, and satellites. The example on the left shows a comparison of PIOMAS-derived ice volume anomalies with anomalies measured by the NASA ICEsat Satellite. Has Arctic sea ice returned to normal?

An argument gaining popularity in 2010 is that Arctic sea ice has recovered from its long-term decline. Winter sea-ice extent bounced back strongly in the cold Arctic winter of 2010. Anthony Watts tells us that Arctic sea ice is returning to normal. However, this argument only looks at one piece of the puzzle while neglecting the full picture of the Arctic sea ice. Consequently, I've added a new rebuttal to the argument 'Arctic sea ice has recovered' (the 108th skeptic argument). This is basically a simplified version of Peter Hogarth's comprehensive review of peer-reviewed research into Arctic sea ice (and also includes useful information from the comments).

When people talk about the state of Arctic sea ice, they most commonly refer to sea ice extent. This is the area of ocean where there is at least some sea ice (the most common cut-off is 15%). Sea ice extent shows a strong seasonal cycle as Arctic ice melts in the summer, reaching a minimum in September, then refreezes in the winter, peaking in March. Temperature is the main factor driving changes in sea ice extent, although other factors like wind patterns and cloudiness play a part. While sea ice extent has been steadily declining in recent decades, it fell to a record low in 2007 due to a combination of factors.

Sea ice extent gives us a reasonable indication of the amount of Arctic sea ice but does have its limitations. Extent tells us about the state of the sea ice at the ocean's surface, not what's happening below. A better metric for the total amount of sea ice is, well, the actual total amount of sea ice, measured by sea ice volume. Satellite radar altimetry (Giles 2008) and satellite laser altimetry (Kwok 2009) find that Arctic sea ice has been thinning, even in 2008 and 2009 when sea ice extent showed a slight recovery from the 2007 minimum. So while some claimed Arctic sea ice was recovering after 2007, the total volume of Arctic Sea ice through 2008 and 2009 were the lowest on record (Maslowski 2010, Tschudi 2010).

Currently, websites such as Watts Up With That are using sea ice extent in 2010 to claim Arctic sea ice has returned back to normal. A few days ago, Watts claimed that we had "more ice than any time on this date for the past 8 years." On the contrary, in March 2010, the total Arctic sea ice volume was 20,300 km3 -- the lowest March value for total sea ice volume over the 1979-2009 period. Those who claim Arctic sea ice has returned to normal are focussing at the thin shell at the top and neglecting the steadily thinning sea ice below.

One of the world's leading climate scientists has launched a libel lawsuit against a Canadian newspaper for publishing articles that he says "poison" the debate on global warming.

In a case with potentially huge consequences for online publishers, lawyers acting for Andrew Weaver, a climate modeller at the University of Victoria, Canada, have demanded the National Post remove the articles not only from its own websites, but also from the numerous blogs and sites where they were reposted.

Weaver says the articles, published at the height of several recent controversies over the reliability of climate science in recent months, contain "grossly irresponsible falsehoods." He said he filed the suit after the newspaper refused to retract the articles.

Weaver said: "If I sit back and do nothing to clear my name, these libels will stay on the internet forever. They'll poison the factual record, misleading people who are looking for reliable scientific information about global warming."

The four articles, published from December 2009 to February 2010, claimed that Weaver cherrypicked data to support his climate research, and that he tried to blame the "evil fossil fuel" industry for break-ins at his office in 2008 to divert attention from reported mistakes in the 2007 report of the Intergovernmental Panel on Climate Change, on which he was lead author.

The lawsuit also highlights several claims in the articles that attempt to question or undermine the scientific consensus on climate change, including that annual global mean temperatures have stopped increasing in the last decade and that climate models are "falling apart."

Such statements, the lawsuit says, would lead readers to conclude that Weaver "is so strongly motivated by a corrupt interest in receiving government funding that he willfully conceals scientific climate data which refutes global warming in order to keep alarming the public so that it welcomes... funding for climate scientists such as himself."

Weaver said: "I asked the National Post to do the right thing, to retract a number of recent articles that attributed to me statements I never made, accused me of things I never did, and attacked me for views I never held. To my absolute astonishment, the newspaper refused."

A spokesman for the National Post said: "Beyond saying that we intend to defend the article, we do not comment on such suits."

Weaver is suing for libel three writers at the newspaper, as well as the newspaper as a whole and several, as-yet unknown, posters on the paper's online comment section. Such comments, typical on articles about global warming, included claims that Weaver was "as big a hypocrite as he is a fraudster" and a rat leaving a sinking "ship of lies, red-herrings and hysteria." One poster suggested he should be thrown under a bus.

McConchie Law Corporation, acting for Weaver, said that the National Post articles had "gone viral on the internet" and were reproduced on dozens of other websites, including prominent climate-sceptic sites Climate Audit and Watts Up With That.

The lawsuit says the newspaper "expressly authorised republication" of the articles by including online links that invited readers to email the story to others, and share it through tools such as Facebook.

McConchie Law said it was seeking an "unprecedented" court order that would require the newspaper to help Weaver remove the articles from across the internet. Media law experts said that such demands were becoming increasingly common in complaints to publishers, but this could be the first time they were tested in court.

Weaver's libel action follows an official complaint made last month by a leading UK scientist to the Press Complaints Commission over a story published in the Sunday Times. Simon Lewis, an expert on tropical forests at the University of Leeds, claimed the story published in January was misleading because it gave the impression that the IPCC made a false claim in its 2007 report that reduced rainfall could wipe out up to 40% of the Amazon rainforest. He said he told the newspaper that the IPCC's statement was "poorly written and bizarrely referenced, but basically correct."

At a time of renewed backlash against climate science, three recent books—Stephen H. Schneider’s Science as a Contact Sport, James Hansen’s Storms of My Grandchildren and James Hoggan’s Climate Cover-Up—collectively offer the bewildered public a timely guide to the emerging scientific consensus on human-induced climate change. Each includes a deeply personal account of making an effort to communicate the urgency of the situation to policy makers and the general public, only to be thwarted by powerful and coordinated resistance from organizations determined to sow confusion and prevent a common understanding of the climate problem. Schneider and Hansen, two of America’s most senior climate scientists, give firsthand accounts of being censored and of being subjected to smear campaigns and character assassination designed to marginalize them and damage their credibility.

Schneider, who has been engaged in climate research since the 1970s, has often found himself in the thick of controversy. Now at Stanford University, he has played an important role on the United Nations Intergovernmental Panel on Climate Change (IPCC), which guides global policy makers.

In Science as a Contact Sport, Schneider explains the elementary physics of the greenhouse effect. That human beings release warming gases into the atmosphere has been known since Joseph Fourier discovered the greenhouse effect in the 1824. Yet accurately projecting the impact of greenhouse-gas emissions is far from straightforward. Complex multidimensional general-circulation models are needed to account for important processes known to be interrelated, such as ocean dynamics, cloud feedbacks, ecological changes, and ice and snow changes. “If you don’t model,” Schneider asserts, “you don’t know anything about the future.” We have no choice but to embrace this complexity and corresponding uncertainty, he believes. “We can never fully solve the climate prediction problem,” Schneider acknowledges. “But we can go a long way toward bracketing probable outcomes, and even defining possible outliers.”
The problem lies not so much with getting the public to understand the science as with “the political chicanery of ideologists and special interests,” Schneider believes. Worried over “decent people” being taken in by the campaigns of “greedy” corporations, he asks: “Can democracy survive complexity?”

If Hansen’s book, Storms of My Grandchildren, is anything to go by, there is little reason to be optimistic about democracies addressing the problem effectively. Hansen is an adjunct professor of earth and environmental sciences at Columbia University and director of the NASA Goddard Institute for Space Studies. He has been derided as an alarmist and has been criticized for maintaining that in order to avert the major risks from climate change the level of carbon dioxide in the atmosphere must be reduced to a global mean of 350 parts per million, which is a more ambitious target than the IPCC and most of his peers are proposing. However, Hansen’s predictions about global warming have been more accurate than most. Each succeeding Assessment Report of the IPCC comes closer to bearing out his long-standing hypothesis that human-caused warming is occurring. The latest report proclaims that “warming of the climate system is unequivocal” and that “most of the observed increase in global average temperatures since the mid-20th century is very likely due to the observed increase in anthropogenic greenhouse gas concentrations.”

Hansen began his career studying the evolution of Venus’s atmosphere. His understanding of that subject then influenced his understanding of another drama unfolding right in front of him—increasingly rapid changes in Earth’s atmosphere that he came to believe would surely affect the climate. Hansen takes pains to establish that paleoclimatological records provide the best guide to how Earth’s climate is likely to evolve in the future. He sees little value in theoretical models that have not been appropriately calibrated with past data.
Hansen explains why Earth’s climate flip-flops precipitously between ice ages and warmer “interglacial” periods. He concludes that modern human activities that emit greenhouse gases are sufficient to trigger a major climate switch. Although Earth is influenced by self-regulating, damping feedbacks over the very long term, large amplifying feedbacks are dominant over the shorter timescales during which humanity is rapidly changing the atmospheric balance. This spells trouble.

Two natural amplifying feedbacks stand out. The first is reduction in global surface reflectivity as the planet warms: Ice melts and cloud patterns change, so that less solar radiation is reflected back out to space. The second is that as the planet warms and the permafrost thaws, more greenhouse gases such as methane, carbon dioxide and water vapor make their way into the atmosphere.

In the past, small changes in Earth’s tilt and orbit around the sun, or volcanic activity, have set these feedback mechanisms in motion. But the influence of humans is much larger. And the damping feedbacks that in the absence of human influence might move us into a new ice age are very small and slow—so much so that, according to Hansen, the effects of the emissions from a single chloroflourocarbon factory would be enough to overcome them.

The situation is dire, Hansen believes. Because different parts of the world will warm at different rates, pressure differentials will change and seasonal air currents will shift. As a consequence, regions previously inundated with rains may quickly turn to desert and vice versa. In addition, the climate will no longer be cold enough to keep the ice sheets on Greenland and Antarctica stable. Once they begin to melt, Hansen says,
there will not be a new stable sea level on any foreseeable time scale. Instead, we will have created a situation with continual change, with intermittent calamities at thousands of cities around the world.
Hansen also cautions that
If we continue on a business-as-usual path, with a global warming of several degrees Celsius, then we will drive a large fraction of species, conceivably all species, to extinction.
These urgent warnings have seemingly fallen on deaf ears.

The book’s account of attempts by the administration of George W. Bush to have political appointees at NASA block Hansen’s publications and stop him from giving interviews is the stuff of Hollywood thrillers. One appointee explains that his job is to “make the President look good.” Hansen’s colleagues start to shun him, explaining that they have “been talked to” and “could be fired.” When Hansen argues that he has a duty to carry out NASA’s mission statement, which includes the promise “to understand and protect our home planet,” that phrase mysteriously disappears from the statement, and 20% of NASA’s budget for earth science research and analysis vanishes. “By 2005,” Hansen writes, “I was well aware that the NASA Office of Public Affairs had become an office of propaganda.”

Hansen is neither a radical firebrand nor a self-proclaimed liberal—he describes himself as an independent, equally well disposed to Republicans and Democrats as candidates for office. But he is primarily a scientist with a deep sense of social responsibility.

The fossil-fuel industry may have a short-term commercial interest in peddling disinformation. Scientists, in contrast, typically do not try to sell their findings broadly. “Scientists in general,” Schneider says, “are reluctant to pursue publicity in the wider world, preferring in general to make their reputations in peer-reviewed journals and other publications within the scientific establishment.” But Schneider and Hansen welcome the opportunity to publicize climate change research. And unlike many scientists, they are unafraid to speak of morality, for climate change is nothing if not a moral issue.

Clarifying the science and specifying the costs of action puts the onus on all of us to be explicit about our value judgments. Anyone who wants to argue that we needn’t concern ourselves with the well-being of future generations, or that the developing world should fend for itself, should do so explicitly, rather than speciously criticizing climate science or overstating the economic costs of action. On matters of ethics, Hansen does not mince words: Schneider notes that in a speech to the National Press Club in 2008, Hansen said that the CEOs of fossil energy companies “should be tried for high crimes against humanity.” In Storms of My Grandchildren, Hansen argues that American citizens have no alternative but to take direct physical action to stop emissions.

It is a shame that when Hansen strays into the policy sphere, he is less sure-footed but no less emphatic. He writes that “when [politicians] tell you that they are going to solve the problem via a ‘goal,’ ‘binding target,’ or a ‘cap,’ you know that they are lying.” Such language is inflammatory and unhelpful. Whether or not politicians are lying is a moot point: There are good arguments for binding targets and cap-and-trade. Tight-binding caps, which are no more likely to be illegally evaded than are taxes, would provide an enduring and credible price for emissions—something Hansen acknowledges to be essential. Cap-and-trade would also provide greater certainty about emissions and offer incentives for individuals, companies and governments the world over to profit from emissions cuts by generating verified carbon credits. Achieving the same results through the approach Hansen favors—a global carbon tax that raises money and returns it directly to the public—would be fiendishly complex, requiring tax credits for cross-border financing of emissions reductions.

Schneider understands these economic realities perfectly. When a representative of an environmental group argues that offering credits to poor countries to access carbon markets would let big emitters like the United States avoid cutting their own emissions, Schneider points out that a ton of carbon is a ton of carbon. Indeed, cutting a ton of carbon can often be done more cheaply in poor or developing countries, offering better value for the money spent. The answer to this environmentalist’s concerns, then, is not to abandon the cap but to tighten it further and continue to offer credits to poor countries.

We know that the technologies and economic incentives necessary for effective action are available or can be created. With a mix of emissions pricing, standards, regulations and public support for clean-technology research, we have it within our power to keep the likely increase in the global average temperature, relative to preindustrial times, to less than two degrees Celsius, thus eliminating the bulk of the risks. The barriers to resolving the problem are not technological or economic; they are cultural, institutional and political.

The biggest barrier of all, according to James Hoggan, is that the public conversation about climate change has been “pushed . . . badly off the rails” by forces bent on sowing confusion. Hoggan is cofounder of DeSmogBlog.com (where his collaborator on Climate Cover-Up, Richard Littlemore, is a contributor) and has a long and distinguished background in public relations. He stresses that he is not a scientist and has no interest in debating the science.

Hoggan notes that, although it is of course unreasonable to expect complete agreement among scientists, they nevertheless do agree broadly on the range of potential outcomes of continued high levels of greenhouse-gas emissions. A 2005 analysis by Naomi Oreskes of refereed journal articles published between 1993 and 2003 identified 928 articles about climate change, not one of which took exception to the consensus that human release of greenhouse gases is causing climate change.

But the public perception is that there is no such consensus. So-called climate skeptics play on disagreement to imply that the climate science remains unsettled. Yet the very term skeptic is open to abuse. Scientists embrace skepticism, as Hoggan notes:
It is through doubting the certainties of the world (the flatness of the Earth, the usefulness of bloodletting) that scientists advance human knowledge. But no serious scientist will stand up and denounce a widely accepted scientific theory without making a verifiable argument to the contrary.
Schneider makes the same point in Science as a Contact Sport: “Skeptics should question everything but not deny where the preponderance of evidence leads.” Most global-warming skeptics are not latter-day truth-seeking Galileos, fighting an all-powerful establishment in an act of nonconformist courage; many are backed by one of the most well-funded industrial lobbies in human history and are more aptly referred to as deniers.
Moreover, the logic of using uncertainty as a reason for inaction is suspect. With the science establishing that the risk may be immense, the onus is surely on the skeptics to answer the following question: “Can we be very confident that the risks are low?”

Hoggan starts by making an example of individuals such as Freeman Dyson, Bjørn Lomborg and Steve Milloy, all of whom have publicly downplayed the risks of global warming or sought to cast doubt on the integrity of some of climate science. (In the interests of full disclosure, I note that I myself have tangled with a few of those he names, including Dyson, who a few years back published an article in the New York Review of Books wrongly criticizing the findings of the 2006 Stern Review, The Economics of Climate Change, which I helped write.) Hoggan observes that Dyson “has no background in climate science, having done no research whatever—ever—on atmospheric physics or climate modelling.” He has no background in economics either. And yet Dyson, and many like him, continue to get column inches to make their destructive claims.

Hoggan says that when DeSmogBlog was founded, Littlemore began to collect information about “people who seemed to be making a living by denying climate change.” He was looking for answers to these questions:
Were these climate “skeptics” qualified? Were they doing any research in the climate change field? Were they accepting money, directly or indirectly, from the fossil fuel industry?
He found that “the most vocal skeptics were not qualified, were not working in the field, and all too frequently were on one or another oily payroll.”

Last week, a colleague forwarded me an e-mail message that contained an open letter to United Nations Secretary General Ban Ki-moon about global warming. The core of the message was the statement that “truly, the science is NOT settled.” The signatories sounded impressive. But who exactly were they? The list included sedimentologists, lignite geologists, biologists and even a few retired climate scientists, but no one who is currently practicing climatology or atmospheric physics or conducting research published in legitimate peer-reviewed journals. I even recognized in the list some names that Hoggan has identified as being in the pay of the fossil-fuel industry.

Hoggan shows that such statements are sometimes “signed” with names that are completely made up or belong to deceased scientists; other names belong to climate scientists who have published on the subject, but who never signed or approved the statement and later bring lawsuits. Yet, by the time all this malpractice is exposed, the missive has done its dirty damage. After all, the target audience for this endless flow of petitions is not the community of climate scientists. Rather, it is the increasingly confused general public, members of the media and policy makers. In contrast to scientists, who publish articles in peer-reviewed journals, most climate-change deniers make their pronouncements in the opinion pages of newspapers and on talk shows.

Another difficulty is that journalists often present each “side” as equally plausible rather than impartially checking that each side adheres to rigorously investigated facts. Why do reporters do this? For the bastions of the right-wing press such as Fox News and the Wall Street Journal, the answer may be obvious. However, all journalists are trained to sell stories and are therefore apt to welcome people who provoke debate. Upholding “balance” is fine where value judgments or opinions are concerned. But the validity of science depends on its relationship with the facts, and neither the presence of complexities nor the need to express projections in terms of probabilistic likelihoods changes that. In science, a statement that doesn’t fit the facts is not opinion; it is error.

If it is not the science that drives contrarians, then what is it? Some are right-wing libertarians, fearful of any project that involves widespread social intervention. Others like to bask in the attention they draw by creating controversy (interestingly, the ranks of contrarians are disproportionately filled with men over 65 years of age). Still more are attracted by the money available from such entities as the American Petroleum Institute and the Western Fuels Association. Many supposedly grassroots contrarian organizations have roots that “track directly to the fossil fuel industry,” says Hoggan. And he unearths an entire industry of lobby groups and public relations firms whose business it is to make socially damaging industries look attractive. Hoggan explains that the public relations firm APCO, which was hired by tobacco giant Phillip Morris in the early 1990s to attack the validity of the claim that secondhand smoking is linked to cancer, in 1993 helped found the Advancement of Sound Science Coalition, which today helps orchestrate the media campaign against climate action. In 2008, Hoggan reveals, the oil-and-gas lobby spent a whopping $128.6 million on lobbying Capitol Hill, employing on average four lobbyists for every member of Congress.

So society remains as confused as ever. A survey by the Pew Research Center shows that the proportion of Americans who believe there is solid evidence that the world has been warming over the past few decades fell from 77% in January 2007 to 57% in October 2009. Another survey, conducted in December 2009 by Rasmussen Reports, suggests that only 25% of Americans believe that there is a consensus among scientists that global warming exists, whereas 52% believe that there is significant disagreement among scientists on that question. A poll by the same organization in February 2010 found that 47% of U.S. voters believe that global warming is the result of long-term planetary trends, whereas only 35% believe that it is the result of human activity.

The consequences of this confusion may be tragic. We have lost critical decades in which we could have taken ambitious action but did not, because of a lack of public consensus. The stock of greenhouse gases is rising at an increasing rate. For every year in which action is not taken, more work will be required to reduce greenhouse-gas concentrations to a level consistent with a safe climate. At the same time, society continues to lock into high-carbon infrastructure that has a long lifespan.

These three books will convince most readers that there is a “Climategate” scandal. However, it is not the one that has been reported recently in the media. The science is not becoming less clear. Nature is conforming to theory more closely than anyone could have expected. Yet powerful vested interests, the greedy, and those focused on the short-term continue to confuse the public by falsely framing the debate as yet to be settled.
So what can be done? Schneider has a simple prescription:
Elect courageous members of government who will engage in the climate battles. Educate the public about the possibilities for mitigation and adaptation to prevent the worst-case outcomes of climate change. Take action while we still have time to be effective.
As Hansen has long argued, “without a well-informed public, humanity itself and all species on the planet are threatened.”

The stronger water cycle means arid regions have become drier and high rainfall regions wetter as atmospheric temperature increases.

The study, co-authored by CSIRO scientists Paul Durack and Dr Susan Wijffels, shows the surface ocean beneath rainfall-dominated regions has freshened, whereas ocean regions dominated by evaporation are saltier. The paper also confirms that surface warming of the world's oceans over the past 50 years has penetrated into the oceans' interior changing deep-ocean salinity patterns.

"This is further confirmation from the global ocean that the Earth's water cycle has accelerated," says Mr Durack – a PhD student at the joint CSIRO/University of Tasmania, Quantitative Marine Science program.
"These broad-scale patterns of change are qualitatively consistent with simulations reported by the Intergovernmental Panel on Climate Change (IPCC).

"While such changes in salinity would be expected at the ocean surface (where about 80% of surface water exchange occurs), sub-surface measurements indicate much broader, warming-driven changes are extending into the deep ocean," Mr Durack said.

The study finds a clear link between salinity changes at the surface driven by ocean warming and changes in the ocean subsurface which follow the trajectories along which surface water travels into the ocean interior.
The ocean's average surface temperature has risen around 0.4 °C since 1950. As the near surface atmosphere warms it can evaporate more water from the surface ocean and move it to new regions to release it as rain and snow. Salinity patterns reflect the contrasts between ocean regions where the oceans lose water to the atmosphere and the others where it is re-deposited on the surface as salt-free rainwater.

"Observations of rainfall and evaporation over the oceans in the 20th century are very scarce. These new estimates of ocean salinity changes provide a rigorous benchmark to better validate global climate models and start to narrow the wide uncertainties associated with water cycle.

With climate scientists warning that we are in a global emergency and tipping points leading to runaway catastrophe will be crossed unless carbon pollution is rapidly reduced, one would expect groups identified as environmental defenders to be shifting into high gear. Instead, we are witnessing the unspeakably tragic spectacle of a mainstream environmental movement allowing itself to be seduced and co-opted by the very forces it should be vehemently opposing. At the very moment when moral leadership and courage are needed the most, what we see is a colossal failure of both – with potentially irreversible consequences for our civilization.

If Congress chooses an inadequate response to the crisis, policies can get “locked in” which virtually guarantee that these tipping points are crossed.  These organizations are using their significant financial resources to create a public impression that the “environmental community” has given its “stamp of approval” to this policy and to marginalize the voices of the genuine grassroots activists who represent the heart and soul of the climate movement. With nothing less than the future of the planet at stake, these groups must now be publicly challenged and held accountable for their actions.

The stage has been set for this necessary debate by publication of Johann Hari’s excellent commentary entitled “The Wrong Kind of Green” ( link: http://www.thenation.com/doc/20100322/hari/single ). In this piece, Hari provides important insight into some of the relevant history. He describes how in the 1980s and 1990s some of the larger environmental groups began to adopt a policy often called “corporate engagement”. The basic idea was that by participating in “partnerships” with corporations – some involving receipt of monetary contributions – there would be opportunity to exert positive influence.

It is not possible to look into the minds of those who promoted this shift. Perhaps there was a sincere hope that corporations would be moved toward more responsible behavior. Whatever the case, the critically important task at this time is not to evaluate possible motives but rather the real life consequences. To do so honestly, all self-interested blinders must be set aside.

The truth is that this policy has created a “slippery slope” leading to severely compromised stances – nowhere more apparent than in regard to the over-arching issue of  climate. In 2007, a coalition was formed between corporations and environmental organizations called the U.S. Climate Action Partnership, or USCAP – whose purpose was to influence U.S. climate legislation. Some of the large groups that joined were Natural Resources Defense Council (NRDC), Environmental Defense Fund (EDF),  the Nature Conservancy, and National Wildlife Foundation. In January 2009, USCAP presented its proposals and these became the framework of the Waxman-Markey bill.

The physical context is that previously projected worst case scenarios are already being surpassed and humanity is running out of time. Ice is melting far more rapidly than expected, releasing the “albedo effect” where open water absorbs more heat and accelerates further melting. The normally quite cautious National Science Foundation is ringing alarm bells about the methane – a greenhouse gas over 30 times as powerful as CO2 – now venting from the Siberian seabeds (NSF press release: http://www.nsf.gov/news/news_summ.jsp?cntn_id=116532&org=NSF&from=news ). According to the NSF statement: “Release of even a fraction of the methane stored in the shelf could trigger abrupt climate warming.”  These are only two examples of “reinforcing feedbacks” that can significantly move the process closer to tipping points.

Within a context so dire that in reality a war-time level of mobilization is needed, what kind of legislation is being offered?  First of all, the emission reduction targets themselves – apart from the theoretical strategies for achieving them – categorically ignore the science. The goals do not even aim at stabilization at 350 ppm (let alone the lower figures more likely to be necessary) and the time frame for enacting meaningful reductions is not even remotely close to the speed needed to prevent disaster.

Beyond the issue of targets is that of reduction strategies.  USCAP would like to see a  trillion dollar carbon market put into place, where traders can claim “pollution rights” to the sky and seek profits from the exchange of such “rights”. Such a system – which would determine whether life-supporting ecosystems survive or collapse – would be placed into the same manipulative hands on Wall Street that brought on the financial meltdown. As this commentary goes to press, several traders in the European carbon market (the world’s prototype) have been arrested in connection with a massive fraud estimated at $6.75 billion. (http://www.reuters.com/article/idUSTRE62T44K20100330 )  While some of us lay in the street in nonviolent civil disobedience to block this immoral atrocity  (including one of the authors, 5-minute video:  http://www.youtube.com/watch?v=FHJOOiyZR_s ), NRDC and EDF are sending their own people to promote it at carbon trade conferences.

The next immoral concession is to allow the industry to “buy” its way out of actually reducing emissions by supporting so-called “offsets” – such as forest preservation projects in the developing world. Sounding plausible in theory, offsets are actually riddled with verification issues and defects such as loggers simply moving elsewhere. But the bottomline “wrong” here is that any form of offsetting should never be looked at as an alternative to reducing emissions. It should only be seen as an additional action to take.

Then there is the unbelievable capitulation represented by the removal of EPA authority to regulate coal-burning. Now that the EPA has finally been empowered by the Supreme Court to act against a carbon-fueled ecocide, this ability has been effectively stripped from the House bill without a murmur from the USCAP “greens.” The result of all these concessions is a pathetically weak bill that the Congressional Budget Office estimates will not even begin to reduce emissions until 2018. The USCAP “greens” proclaim that their positions are being driven by “political expediency”. But there is a stunning “disconnect” which these groups have been reticent to address.  How does one negotiate with a melting iceberg? Can the inexorable laws of physics be placed “on hold” while emission reductions are scuttled in a process of political “horse-trading”? What is the meaning of “expediency” when it leads to the collapse of society as we know it? John Schellnhuber, director of the Potsdam Institute for Climate Impact Reseach, stated at the “4 Degrees and Beyond” conference at Oxford that “political reality must be grounded in physical reality or it is completely useless.”

The Sierra Club is experiencing what may be a positive change in leadership and to its credit has not adopted the policy of “corporate engagement” described, yet it has failed to truly mobilize its base against the dangerous shortcomings of the USCAP endorsed legislation. In 2008, the Sierra Club bestowed its highest honor – the John Muir Award – to climate scientist Dr. James Hansen. In presenting the award, Sierra Club President Allison Chin said: “He is truly a hero for preserving the environment.” How does the Sierra Club reconcile the honoring of this man for warning the world and then essentially ignore his core message that present climate legislation is based on false solutions that will waste precious time?

NRDC and EDF, on the other hand, have gone far beyond mere silence. While their websites claim a dedication to public service ( NRDC’s motto is “The Earth’s Best Defense”),  they have been actively promoting the USCAP accomodation. If they had not lost sight of their original missions, they would have sought out members of Congress willing to stand up to the fossil fuel industry and used their resources (in 2008, NRDC had an operational budget of 87 million dollars) to throw weight behind them. Instead of emboldening this kind of voice, they have done the exact opposite by allowing industry to define what is “feasible.”

The real climate movement – the one with its backbone intact and composed of grassroots activists and principled groups like Friends of the Earth and Center for Biological Diversity – is already in a “David versus Goliath” situation as it tries to confront the most powerful lobby in the country. But that task has been made infinitely more difficult by these big budget groups using their money to isolate and “box in” the smaller ones.
We close this commentary with the following direct appeal to both the leadership and the members of these groups that have chosen the path of accommodation:

The verdict is in. Your experiment in “corporate engagement” has resulted in a disastrous failure that now threatens the planet. We fully expected the massive campaign from the fossil fuel industry to strip any substance from this legislation. But you have blindsided those of us who are fighting with all our hearts for the future of the earth. Your coffers have grown and now you are using this money to drown us out.


Your stance does not represent those in the grassroots movement, many of whom are young and see the disasters that are looming within their own lifetimes. In your comfortable offices, you do not speak for those willing to put themselves on the line and engage in nonviolent civil disobedience against the very forces you seek to accommodate. The rationale for your corporate “partnerships” was the issue of exerting influence. But the question begging to be asked is who influenced whom?  Though your treasury is more full, what truly has been gained and what has been lost?

Your intentions may have been honorable, but the agenda of “defending earth” has been hijacked.  Along the way, your vision became blurred and you lost sight of this mission. In this “experiment,” you are the ones who have been “had”. It now appears to have been a terrible Faustian bargain, and we are all paying the price. At the very moment of greatest need for an empowered public advocacy in the face of the most overwhelming threat in human history, your leadership is not to be found.

Your accommodation and your defense of abominably weak Congressional legislation has already had a destructive global impact. It was this legislation that set the bar intolerably low in Copenhagen and instigated a “race to the bottom.” The entire world-wide movement for climate sanity has become blocked by the denial, blindness, and paralysis embodied in U.S. climate policy. When you take this stance in the name of “defending the earth,” you are actually creating an insidious and dangerous deception.

For the sake of the planet, we appeal to your organizations to reclaim the integrity of your original visions. The position you presently advocate will squander the precious little time we have to implement true reductions before the irreversible tipping points are crossed. The stakes could not be higher. We ask that you join hands with the grassroots activists and groups and support the following eight points:

(1)  Officially recognize that we are truly in a global emergency and that irreversible tipping points are likely to be crossed if humanity does not act in time;

(2)  Officially recognize that this emergency is of such a magnitude that a war time level of  mobilization is needed in order to effectively deal with it;

(3)  Stand squarely for the necessity that climate legislation be based on the setting of emission reduction targets and a time frame which are defined by the science;

(4)  Due to the severe ecosystem damage that will ensue in response to a 2 degree (celsius) rise, an overall goal of no more than one degree (celsius) rise must be sought;

(5)  Clearly renounce cap and trade and offsets as false solutions that will squander precious time;

(6)  Stand squarely against any attempt in Congress to strip EPA of its authority to regulate carbon;

(7)   Support a comprehensive approach to the crisis that combines elements of legislation, regulation, and public investment;

(8)   Support a legislative component based on a continually rising carbon fee with a 100% distribution of the proceeds to U.S. citizens, with the amount of the fee determined by an emission reduction schedule driven by science.

We also ask the members of these groups to withhold their organizational support until their leadership recognizes the necessity of these changes. On this defining issue of our time, may we strive to remove the barriers that divide us and work together.

Abstract

Pressure influences both magma production and the failure of magma chambers. Changes in pressure interact with the local tectonic settings and can affect magmatic activity. Present-day reduction in ice load on subglacial volcanoes due to global warming is modifying pressure conditions in magmatic systems. The large pulse in volcanic production at the end of the last glaciation in Iceland suggests a link between unloading and volcanism, and models of that process can help to evaluate future scenarios. A viscoelastic model of glacio-isostatic adjustment that considers melt generation demonstrates how surface unloading may lead to a pulse in magmatic activity. Iceland’s ice caps have been thinning since 1890 and glacial rebound at rates exceeding 20 mm yr−1 is ongoing. Modelling predicts a significant amount of ‘additional’ magma generation under Iceland due to ice retreat. The unloading also influences stress conditions in shallow magma chambers, modifying their failure conditions in a manner that depends critically on ice retreat, the shape and depth of magma chambers as well as the compressibility of the magma. An annual cycle of land elevation in Iceland, due to seasonal variation of ice mass, indicates an annual modulation of failure conditions in subglacial magma chambers.

Abstract

Northern peatlands represent one of the largest biospheric carbon (C) reservoirs; however, the role of peatlands in the global carbon cycle remains intensely debated, owing in part to the paucity of detailed regional datasets and the complexity of the role of climate, ecosystem processes, and environmental factors in controlling peatland C dynamics. Here we used detailed C accumulation data from four peatlands and a compilation of peatland initiation ages across Alaska to examine Holocene peatland dynamics and climate sensitivity. We find that 75% of dated peatlands in Alaska initiated before 8,600 years ago and that early Holocene C accumulation rates were four times higher than the rest of the Holocene. Similar rapid peatland expansion occurred in West Siberia during the Holocene thermal maximum (HTM). Our results suggest that high summer temperature and strong seasonality during the HTM in Alaska might have played a major role in causing the highest rates of C accumulation and peatland expansion. The rapid peatland expansion and C accumulation in these vast regions contributed significantly to the peak of atmospheric methane concentrations in the early Holocene. Furthermore, we find that Alaskan peatlands began expanding much earlier than peatlands in other regions, indicating an important contribution of these peatlands to the pre-Holocene increase in atmospheric methane concentrations.
