Models are the third step after observation and measurement, not the first step. In fact, you cannot build a model without the data being collected first. If this doughnut hole thinks scientists sit around making up millions of bits of information then feeding it into computers, he's an idiot. You'd have to actually plan out what the data would create before even generating it.
